The US PET recycling rate: what the 2024 numbers really say
The 30th annual NAPCOR report landed with a headline that reads like a setback: the US PET bottle recycling rate slipped to 30.2%. Read closely, the data tells a more useful story about where the pressure in the system actually sits, and it is not where most people assume.
The headline numbers
The National Association for PET Container Resources, NAPCOR, released its 2024 PET Recycling Report in December 2025, the 30th consecutive annual analysis of the North American PET system. The US PET recycling rate for bottles came in at 30.2%, down from 32.5% in 2023. Collection volume fell 3.9%, from a record 1,965 million pounds in 2023 to 1,889 million pounds in 2024.
Two numbers deserve as much attention as the headline rate. First, the 10-year average for the US sits at 29.5%, which means 2024 remains above the decade's norm even after the decline. Second, North America as a whole, with México and Canada included, reached 39.2%, a level that exceeds the collection threshold the Ellen MacArthur Foundation treats as the baseline for a functioning circular system. The continental system is performing meaningfully better than the US number alone suggests, and México is a large part of the reason.
Average recycled content in US PET bottles held at 15.9%. That figure is the quiet protagonist of the whole report: it means demand for food-grade recycled PET is structural now, embedded in packaging specifications rather than dependent on any single brand's goodwill.
Why the rate slipped
A recycling rate is a fraction, and both parts of it moved. Consumption of PET packaging stayed robust while collection volume fell, so the ratio compressed from both directions. The more interesting question is why collection fell in a year when demand for the output, clean recycled resin, kept growing on paper.
Three pressures show up consistently across market reporting. First, bale economics deteriorated. When the value of a curbside PET bale falls, marginal collection programs and marginal material recovery facilities process less, and more bottles leak to landfill. Second, imported material undercut domestic flake and pellet through much of 2024 and 2025, which suppressed the prices reclaimers could pay for bales. Third, virgin PET stayed cheap, tracking abundant global polyester capacity, which capped what converters would pay for recycled resin and, one step upstream, what reclaimers could pay for bottles.
None of those three pressures is about the technical ceiling of recycling. US reclamation capacity is not the binding constraint, and neither is end-market demand. The constraint is the collection system's sensitivity to price, a structural feature of a system that still relies mostly on voluntary curbside participation rather than deposits.
The collection gap is a policy gap
The states that put a refundable deposit on beverage containers redeem them at rates two to three times the national average. Oregon returns roughly 87% of its containers, and the ten US deposit states as a group supply a disproportionate share of the clean, food-grade-capable bottle stream. Recycled-content mandates approach the same gap from the demand side. California already requires 25% post-consumer resin in covered plastic beverage containers, with 50% coming in 2030, and the European Union's parallel targets shape the specifications of every multinational brand that sells on both continents. Mandated demand at that scale keeps pulling material through the system even when spot prices sag, which is precisely what the 15.9% average recycled-content figure reflects.
What 39.2% in North America actually means
The continental rate matters for anyone building a supply chain rather than a headline. México's collection system, anchored by industry-funded collection and the largest food-grade bottle-to-bottle infrastructure in the hemisphere, collects PET at roughly double the US rate. Canada's deposit provinces perform similarly well. For a buyer of food-grade recycled resin, that means the relevant sourcing map is continental: bales and flake move across borders, and programs that can source, qualify, and deliver material from more than one national system carry structurally lower supply risk.

Implications for the industry
For packaging producers, the report reads as a supply warning wrapped in a demand confirmation. Recycled content in bottles held near record levels while the collected pool shrank, which tightens the market for food-grade quality specifically. Bottle-grade flake with a food-contact clearance behaves differently from the broader rPET market: its supply depends on clean, well-sorted bottle streams, and its demand is increasingly written into law rather than corporate pledges.
- Feedstock competition is intensifying. Fiber, strapping, sheet, and thermoform producers compete for the same bales that bottle-to-bottle systems need. When collection shrinks, the food-grade segment feels it first, because it has the strictest input requirements.
- Quality is the real currency. A falling national rate does not reduce the value of consistently clean, specification-stable flake. It raises it. Buyers who qualified a reliable food-grade source in 2024 spent 2025 grateful that they had.
- Policy is now the demand floor. With California's content mandate escalating and EPR fees arriving in 2027, demand for certified post-consumer resin has a regulatory floor under it that did not exist five years ago.
Thirty reports deep: the longer arc
Because this is NAPCOR's 30th consecutive annual report, the 2024 numbers sit inside a data series long enough to separate cycles from trends, and the longer arc is more instructive than any single year. The US rate has oscillated in a band roughly between the high 20s and the low 30s for a decade, with 2023's 32.5% near the top of the band and 2024's 30.2% comfortably inside it. What has changed decisively over that decade is not the rate but the composition of demand underneath it: recycled content in bottles has climbed from a marketing curiosity to 15.9% of the average US PET bottle, and the buyers have shifted from opportunistic to contractual.
The series also shows what moves the band. Every sustained upturn in US collection has coincided with either a policy event, deposit expansions and content mandates, or a price event, virgin resin spikes that made recycled material the cheap option. Every slump has coincided with cheap virgin and weak bale values. 2024 was a textbook price-driven slump. That matters for forecasting: price-driven declines reverse when the price signal reverses, and the tariff regime that took effect in September 2025 is precisely such a reversal mechanism, taxing the imported material that had been suppressing domestic bale economics.
North America's tracking, published since 2019, adds the second lesson of the arc: the continental rate has exceeded 30% in every year measured and now stands more than nine points above the US alone. The gap is not geological luck. It is the measurable output of México's industry-funded collection architecture, which demonstrates within this hemisphere, at full national scale, what the US system leaves uncollected.
How to read the 2025 report when it lands
The next edition of this report, covering 2025 and due in late 2026, will be unusually diagnostic, because 2025 was the year several forces flipped sign at once. Four things are worth checking the moment it publishes. First, bale prices and collection volume together: if the tariff wall restored bale values and volume still fell, the system's problem is structural rather than price-driven, and the policy conversation changes. Second, the recycled-content average: California's 25% mandate had its first full compliance year in 2025, and the content figure will show whether legal demand pulled the average up even as pledges softened. Third, the thermoform line: collection has been setting records while recycled content in new thermoforms fell, and 2025 will show whether that gap started closing. Fourth, the North America spread: if the continental premium over the US rate widens again, the case for continental sourcing strategies writes itself.
For supply planners, the discipline is to treat the annual rate as a lagging indicator and the underlying levers, bale economics, deposit legislation, mandate calendars, as the leading ones. The outlook
Three things will decide whether the 2025 and 2026 rates recover. The first is trade policy: tariffs on imported PET and rPET, in force since September 2025, are re-pricing imported material and giving domestic reclaimers room to pay more for bales. The second is state policy: California's SB 54 program takes effect in 2027, and new deposit legislation keeps advancing in state houses. The third is simple demand discipline: whether brands hold their recycled-content commitments through a cheap-virgin cycle.
The 30.2% headline will move. The structural fact underneath it will not: the Americas produce far more PET bottles than they collect, every mandated percentage point of recycled content tightens the food-grade pool further, and the advantage keeps shifting toward buyers and suppliers who treat recycled feedstock as a managed supply chain rather than a commodity purchase.
