PET thermoform recycling hit a record. The circularity gap grew.
The second-largest PET packaging stream in North America just posted its best collection year on record and its worst circularity ratio in years, at the same time. The thermoform paradox is where the recycled-PET industry's next decade gets decided, and the numbers deserve a closer look than the headlines gave them.
The record
PET thermoforms, the trays, clamshells, cups, and lids that carry produce, bakery, and prepared food across North American retail, reached 264 million pounds collected for recovery in 2024, the highest level recorded since NAPCOR began tracking the material. The growth shows up as rising thermoform fractions inside curbside PET bales, which means the collection system is genuinely capturing more of this packaging rather than merely reclassifying it.
Access keeps improving too. The PET Recycling Coalition, the industry effort funding sortation upgrades at material recovery facilities, projected 60% nationwide curbside acceptance for PET cups by the end of 2025 and is working toward at least 60% acceptance for all PET thermoforms by 2027. For a stream that a decade ago was routinely landfilled even when consumers dutifully binned it, that is real infrastructure progress.
And the stakes are food-specific: roughly 79% of PET thermoform sales serve food packaging, produce, bakery, prepared meals, berries above all. This is a food-contact stream almost by definition, which shapes everything about how its material can be reused.
The gap
Here is the paradox. While collection set records, the recycled content going into new thermoforms went backward: virgin PET accounted for 79% of thermoform feedstock purchases, and the share of post-consumer recycled PET in thermoform production fell from 18% to 12% between 2023 and 2024. More material coming back, less recycled material going in. The circularity loop widened at exactly the moment the collection side earned its victory lap.
The causes are not mysterious, and they are mostly economic. Virgin resin was historically cheap through the period, the dynamic we chart in our analysis of rPET versus virgin economics, and thermoform margins are thin enough that a few cents per pound decides the resin slate. Bale values collapsed, which punished the reclaimers investing in thermoform processing. And thermoform flake is genuinely harder to work than bottle flake: different intrinsic viscosity, more grinding fines, label and adhesive challenges, and a less standardized input stream.
Why this stream matters more than its tonnage
Three structural facts make thermoforms the industry's next frontier rather than a niche. First, bottles cannot feed everything. Bottle-grade bales are the most contested feedstock in the market, wanted at once by bottle-to-bottle systems, fiber, sheet, and strapping. Every pound of thermoform-to-thermoform capability releases bottle feedstock for the uses that legally require it. Second, the mandates are coming for trays too. The EU's packaging regulation sets 30% recycled content for contact-sensitive PET packaging other than bottles by 2030, rising to 50% by 2040, the regime we detail in our review of the EU targets, and US state frameworks tend to follow Europe with a lag. A thermoform industry running 12% recycled content is a decade away from a 30% obligation with the arrow pointing the wrong way. Third, tray-to-tray is the proof case for real circularity: a stream that collects its own output and remakes it into the same package, at food-contact quality, is the circular economy without asterisks.
What it takes to close the gap
- Sortation at scale. Thermoforms must be separated or co-processed deliberately; the coalition-funded MRF upgrades are the start, not the finish.
- Processing know-how. Handling thermoform regrind, with its fines, labels, and viscosity profile, is a specialized competence. Recyclers who master it convert a discounted input into a specification product.
- Food-contact clearance. Thermoform streams feeding food packaging need the same process-level demonstration as bottle streams, the pathway we explain in our guide to the FDA letter of no objection.
- Buy-side commitment. The gap closes when thermoformers specify recycled content through the cycle, not only when virgin is expensive. The brand-pledge lesson we analyze in the commitment reset applies here with force.
Why thermoform flake is technically its own material
The processing challenge deserves specifics, because it explains both the discount thermoform material trades at and the opportunity inside that discount. Thermoform PET typically starts from extruded sheet with a lower intrinsic viscosity than bottle-grade resin, so its regrind behaves differently in downstream melt processing and cannot simply be dropped into bottle recipes at high ratios. The packages themselves are thin-walled and brittle compared with bottles, which means grinding produces a much higher share of fines, the powder-like fraction that complicates washing, drying, and extrusion yield. And the format carries an adhesive burden bottles have largely engineered away: pressure-sensitive labels, direct-applied adhesives, and laminated lidding that must be separated in the wash or end up as haze and black specks in the product.
None of these is unsolvable; every one of them is solved somewhere in the industry today. Wash chemistry tuned for adhesive removal, fines management in the grind and elutriation stages, and blending disciplines that match regrind viscosity to the destination application together turn a problem stream into a specification product. The point for buyers is that thermoform-derived material is not lower-quality PET. It is differently-shaped PET whose value depends almost entirely on the process discipline of whoever handles it, which is why supplier selection matters more in this stream than anywhere else in the polymer.
Dedicated streams or co-processing: the design question
The industry is running two parallel experiments in how to reclaim this material. Co-processing accepts thermoforms inside curbside PET bales and handles them alongside bottles, which maximizes collection convenience but forces every downstream stage to absorb the format's quirks and caps the thermoform ratio a plant can tolerate. Dedicated streams, sorted at the MRF or collected separately from commercial generators such as groceries and food processors, keep the material coherent and let processors optimize for it, at the cost of extra sortation and logistics. The record 264 million pounds came overwhelmingly through the first route; the coalition's sortation grants are effectively bets on strengthening the second.
Commercial generators deserve particular attention in that design space. A distribution center or supermarket chain produces thermoform scrap that is high-volume, consistent, and never touched a curbside bin, post-industrial and clean post-commercial material that is the easiest entry point into tray-derived feedstock at food-adjacent quality. Much of the practical tray-to-tray progress of the next five years will come from exactly these closed and semi-closed loops, quietly, while the curbside debate continues in public.

What curbside acceptance actually requires
The coalition's 60% acceptance targets compress a lot of unglamorous work into one number. For a community to legitimately list PET trays and cups as accepted, three layers have to exist at once. The local MRF needs optical sortation capable of distinguishing thermoform PET, or a downstream buyer willing to take a mixed PET bale that includes it. That buyer needs a reclaimer whose process tolerates the format, which is precisely the fines-and-adhesives competence described above. And the whole chain needs end markets stable enough to justify the sortation investment, which loops back to whether thermoformers themselves buy recycled content. Acceptance claims that skip any layer produce the worst outcome in recycling: material collected with good intentions and landfilled after sortation, at higher cost than landfilling it directly.
The measurement discipline matters here too. An acceptance percentage describes what programs say they take, not what reclaimers actually receive or what ends up as new packaging, and the three numbers can diverge for years at a time. The honest scorecard for this stream tracks all three at once: communities listing the material, pounds arriving at processors, and recycled content reported in new thermoforms. In 2024 the first two rose while the third fell, which is exactly the pattern of a system whose front end outran its back end.
This is why the coalition's grants aim at the middle of the chain rather than at consumer messaging, and why acceptance percentages climb slowly even when funding is available. Each new community is a small infrastructure project, not a communications update. The encouraging part of the 2024 record is that it happened anyway: the fraction of thermoforms in bales rose because enough of those three-layer chains now exist to pull the material through. The task of the next three years is multiplying them faster than the mandates arrive.

Collection records and circularity gaps are not contradictory data points. They are the sequence every recycled stream goes through: first you capture the material, then the economics and the specifications catch up. Bottles walked this road twenty years ahead, pulled by deposit systems and food-grade clearances. Thermoforms now have the collection momentum, the coalition infrastructure, and a regulatory horizon that will not accept 12% recycled content for long. The companies positioning in thermoform-derived feedstock today are buying the bottle story of 2005 at 2026 prices.
