rPET versus virgin PET: tariffs, prices, and the new supply math
In the span of eighteen months, the recycled PET market absorbed a virgin-resin glut, an import surge, a bale-price collapse, and then a tariff wall. The result is a pricing landscape that punishes anyone still buying recycled resin like a commodity, and quietly rewards the buyers who structured supply before the math changed.
The squeeze that preceded the tariffs
To understand the current market, start with the pressure US reclaimers were under before trade policy intervened. Global polyester capacity, led by massive Asian expansion, kept virgin PET abundant and cheap: by August 2025, imported virgin resin was selling around 50 cents per pound on the US West Coast, with large contracts reported as low as 40 cents. At the same time, imported recycled flake and pellet undercut domestic material, and West Coast rPET flake prices slid roughly 15%, from 62 cents per pound in May 2025 to 52.5 cents by September.
The most alarming number sat furthest upstream. Average East Coast curbside PET bale prices fell from 17 cents per pound in May 2025 to about 3 cents a year later. At three cents, the economics of collecting, sorting, and baling barely clear zero for many programs, which is how price pressure at the top of the chain becomes collection decline at the bottom, the dynamic visible in the national data we analyze in our review of the US PET recycling rate.
Through that stretch, the traditional selling point of recycled resin, a discount to virgin, effectively vanished. In several periods and regions, food-grade rPET priced at or above virgin. Buyers whose sustainability commitments were priced on the assumption of parity faced a choice between paying the premium and quietly retreating, and the market watched some of the largest brands choose the latter, the reset we document in our analysis of the brand pledge revisions.
September 8, 2025: the tariff wall
Then trade policy arrived. Effective September 8, 2025, imports of PET resin, including recycled PET, became subject to full reciprocal tariffs, closing an earlier exemption. Because recycled PET shares the same tariff classifications as virgin material, HTSUS 3907.61.00 and 3907.69.00, the tariffs strike both, at reported rates running from roughly 15% to as much as 50% depending on country of origin, with much of Asia-Pacific in the 20% range and India at the top of the scale.
Market analysts translated the rates into resin math quickly: imported flake was expected to rise by 8 to 10 cents per pound, and imported pellet by 10 to 14 cents. For a market where domestic flake had been trading in the low 50s, that is not a nudge. It is a re-pricing of the entire import channel.
What the new math actually changes
Tariffs do not create demand, but they redirect it, and three redirections matter here.
- Domestic material regains the pricing floor. With the import channel taxed, domestic reclaimers gained room to price flake and pellet sustainably, and, one step upstream, to pay more for bales. If bale values recover, collection follows, which is the mechanism by which a trade measure becomes a recycling-rate measure.
- North American sourcing becomes a structural advantage. Material that never crosses the tariff wall, collected and processed within the region, now carries a durable cost edge in addition to its logistics and reliability advantages. - Compliance demand meets constrained supply. Mandates in California and the EU, examined in our reviews of SB 54 and AB 793 and the EU targets, hold demand steady regardless of price. Squeeze the import channel against legislated demand and the scarce commodity becomes certified, food-grade material, which was already the tightest segment for regulatory reasons we explain in our guide to the FDA letter of no objection.
The honest caveats
Intellectual honesty requires naming what tariffs do not fix. They do not lower the cost of collection, improve bale quality, or add a single pound of reclamation capacity; those remain the system's real constraints. They raise input costs for converters who had built supply chains on imported material, a genuine burden that lands hardest on smaller packaging producers. And trade measures can move: rates, exemptions, and country schedules have shifted repeatedly, which argues for supply structures that perform under multiple tariff scenarios rather than bets on any single one.
It is also worth saying plainly: a three-cent bale is a warning, not a victory for anyone. If collection economics stay broken long enough, the feedstock base erodes for the whole industry, foreign and domestic alike. The tariff creates a window in which domestic collection can be rebuilt on better economics. Windows close.
One more caveat belongs on the record: trade data and price assessments lag the market they describe. The bale, flake, and virgin numbers above are the best-documented public reference points from the 2025 reporting cycle, but regional spreads are wide, deal terms are opaque, and a national average has never bought anyone a pound of resin. The practical use of published prices is calibration, knowing which direction the tide moved and roughly how far, while actual procurement happens in structured conversations where specification, volume, logistics, and documentation move the number as much as the index does. Treat every price in this article accordingly.
Implications for buyers
For procurement teams, the period ahead rewards three behaviors. Contract on structure, not spot: multi-quarter agreements with defined volumes and specifications insulate production from a market that has moved double digits in single quarters. Diversify within the region: a sourcing base spread across US and Mexican systems is now both the cheaper and the safer configuration. And document everything: with mandates tightening, material that arrives with content certification and chain-of-custody paperwork is worth more than its price suggests, because it carries compliance value the spot market does not price.
The anatomy of the rPET cost stack
The recurring confusion in resin negotiations is treating recycled and virgin PET as the same product with two price tags. Their cost structures share almost nothing. Virgin PET tracks upstream petrochemicals, paraxylene and MEG, and ultimately the oil and polyester capacity cycle; its producers scale with reactor size. Recycled PET's stack is built from the ground up: the cost of collecting a dispersed post-consumer bottle, the bale price that funds the collection layer, sortation to remove everything that is not clear PET, wash and decontamination to food-grade standards, and, for pellet, extrusion and polymer-quality restoration. Labor, logistics, and yield losses at each stage dominate; hydrocarbon prices barely register.
Two consequences follow from that anatomy. First, recycled and virgin prices can and do decouple: cheap oil crushes virgin prices without making a single bottle cheaper to collect, which is exactly how the discount-to-virgin era kept collapsing into premium episodes. Second, the floor under rPET is social and physical, not chemical: below a certain flake price, collection stops being funded and supply contracts, a self-correcting mechanism virgin resin does not have. Buyers who model recycled resin as an oil derivative will be surprised forever. Buyers who model it as an infrastructure product, whose price funds the very system that produces it, negotiate better and get supplied in tight years.
Three scenarios for 2026 and 2027
Given how much of the current math rests on trade policy, planning should run on scenarios rather than a forecast. In the first, the tariff wall holds: domestic flake and bale values recover, collection volume follows with a lag, and the import channel resets to a permanently higher baseline; food-grade premiums persist but domestic supply broadens. In the second, partial rollback or exemptions arrive: pricing whipsaws again, and the winners are whoever contracted structure instead of chasing spot, in either direction. In the third, escalation, broader rates or new origins added, import supply thins further just as California's 2027 program and the EU's 2030 step pull demand up, and the market discovers how inelastic mandated demand really is.
Notice what is common across all three: certified, domestically sourced, food-grade material outperforms in every branch. That is not a coincidence. Policy risk, trade risk, and compliance demand all point at the same asset. The scenarios differ only in how loudly they say it.

The rPET market spent two decades being sold on a discount that commodity cycles kept taking away. The mandate era, and now the tariff era, end that framing for good: recycled PET in the Americas is becoming a regionally sourced, certified industrial input whose value rests on compliance, traceability, and reliability rather than on undercutting virgin resin. The buyers who internalize that first will find the new math works for them. The ones who keep waiting for the old discount will find the material went to someone else.
