PET recycling in México: the quiet leader of the Americas
The most effective PET collection system in the Western Hemisphere does not belong to a US deposit state or a European Union member. It belongs to México, which recycles roughly six bottles in ten and keeps expanding the infrastructure to prove it. For anyone sourcing recycled resin in the Americas, the Mexican system is not a side story. It is the benchmark.
The number that surprises everyone
México's national PET recycling rate reached approximately 60% as of 2022, roughly double the United States rate, and the country's industry coalition has set public goals of 70% and ultimately 80% by 2030. In every serious survey of the region, México ranks as Latin America's leader in PET collection and recycling, and it holds its own against the best systems anywhere.
The comparison with its northern neighbor is instructive. As we detail in our analysis of the US PET recycling rate, the United States collects around 30% of its PET bottles, and only its ten deposit states perform at Mexican levels. México achieves its rate without a formal national deposit system, which makes the how of it worth understanding.
How a voluntary system outperforms
The architecture rests on organized industry funding rather than consumer deposits. ECOCE, the environmental stewardship organization created and funded by México's beverage and consumer-products industry, has spent more than two decades building collection networks, environmental education, and market infrastructure for post-consumer packaging. Alongside it stands a deep informal and semi-formal collection economy: hundreds of thousands of people whose livelihoods depend on recovering material with real market value, and whose efficiency at capturing PET routinely exceeds what curbside bins achieve in wealthier countries.
Then there is the industrial anchor. PetStar, in the State of México, is the largest food-grade bottle-to-bottle PET recycling plant in the world, processing on the order of 5.5 billion bottles per year. Across its history it has collected more than 86 billion bottles and produced over 820,000 tons of recycled resin, and it is currently expanding. The model keeps growing geographically too: a new collection plant in Tijuana, announced with major additional investment for Baja California, extends the system into the border region.
The design lesson generalizes across the hemisphere: collection follows money, wherever the money enters the system. Deposit states in the US pay consumers directly, a system we examine in our review of bottle bills. México pays through industry-funded infrastructure and a market that rewards recovery. Both beat unfunded good intentions by a wide margin.
Bottle-to-bottle at hemispheric scale
What makes the Mexican system strategically important is not just volume but quality of purpose. A large share of its recovered PET flows into food-grade, bottle-to-bottle applications, the most demanding destination for recycled material, requiring the process-level clearances we explain in our guide to the FDA letter of no objection. México proved, at national scale and years before most markets, that post-consumer bottles could come back as new food-contact bottles economically.
That capability radiates through the continental market. North America's combined collection rate of 39.2% owes much of its distance above the US figure to México, and cross-border flows of bales, flake, and pellet mean Mexican recovery capacity effectively backstops the whole region's food-grade supply. When US buyers face tight domestic collection, the Mexican system is frequently where the marginal clean pound comes from.
Why nearshoring makes this more valuable, not less
Two macro currents are raising the stakes. First, recycled-content mandates in California and the EU keep tightening the global market for food-grade material, so every high-performing collection system becomes more valuable each year. Second, tariffs on imported PET and rPET, in force since September 2025 and analyzed in our review of rPET versus virgin economics, have re-priced trans-Pacific supply. Material sourced within North America's trade framework now carries a structural cost and reliability advantage. México sits precisely at that intersection: world-class collection, food-grade processing experience, and North American logistics.

Implications for the industry
- Benchmark against México, not against averages. The hemisphere's realistic collection ceiling is visible in Mexican performance, not in continental averages dragged down by unfunded systems.
- Expect competition for Mexican material. As mandates bite, more buyers will discover the same map. Long-term sourcing relationships in México will matter more than spot access.
- Watch the expansion projects. The Tijuana plant and the Baja California investment signal where new clean volume will enter the market, and border-region capacity is especially relevant to US supply chains.
- Learn the funding lesson. For policymakers across the Americas, México demonstrates that industry-funded collection at scale works. The instrument matters less than the funding.
The social architecture underneath the rate
No honest account of the Mexican system skips its human layer. A meaningful share of the country's recovered PET is first touched not by a truck fleet but by independent collectors, pepenadores and organized recuperadores, whose income depends on the market value of what they gather. Researchers who have studied the system, including work published through the United Nations University, describe both its effectiveness and its fragility: it recovers material at rates formal systems envy, and it concentrates economic risk on the least protected participants when material prices fall.
The industry's better actors have responded by formalizing the interface, collection centers with published prices, safety equipment, and stable purchasing relationships, and the model increasingly cited internationally treats inclusion as an operating principle rather than a public-relations line. For buyers, this matters in a concrete way: supply chains that source Mexican material inherit this social dimension, and the traceability documentation that mandates increasingly require is also the instrument that makes the human chain visible and improvable. Circularity claims that cannot say who collected the bottle are getting harder to defend in front of both regulators and customers.
The geography advantage: why central México multiplies the system's value
México's collection strength converts into hemispheric supply relevance through geography. The industrial corridor running through the Bajío, where Querétaro sits, concentrates packaging, appliance, automotive, and food-industry manufacturing within trucking distance of the country's densest consumption zones, which means bottles are consumed, collected, processed, and reused as industrial input inside one compact logistics loop. From there, the same corridor connects north through the border crossings that carry the bulk of US-México trade, placing Mexican flake and regrind days, not weeks, from converters across the US South and Midwest.
Contrast that with trans-Pacific supply: longer lead times, container-market exposure, and, since September 2025, a tariff wall. The nearshoring wave that has been reshaping México's manufacturing economy applies with full force to recycled materials, and it compounds: every plant that relocates to the corridor adds both consumption of packaging and demand for recycled input, thickening the loop. GHD's decision to anchor its Mexican operations in Querétaro was made years before nearshoring became a headline. The headline has simply caught up with the map.

What the 80% goal would take
The public goals, 70% and then 80% by 2030, are worth taking seriously as engineering rather than as slogans. Moving a national rate from 60% toward 80% means recovering the bottles the current system finds hardest: rural and low-density collection, tourism corridors with transient waste streams, and the fraction of containers that leave the beverage channel entirely as household storage. Each of those frontiers is more expensive per pound than the urban volume already captured, which is why the recent investments cluster in new collection plants and regional expansion rather than incremental capacity at existing hubs. The Tijuana project is the visible example: extending industrial-grade collection into a border metropolis adds a geography, not just a tonnage.
The arithmetic is demanding but not exotic: it is the same last-mile economics every mature collection system eventually confronts, and México approaches it with the advantage of two decades of institutional learning and a processing base hungry for every additional pound.
For the market, the goal's credibility rests on a simple alignment: the same industry that funds collection consumes its output. Every point of collection improvement feeds plants that the funders themselves depend on for mandated and pledged recycled content. That closed incentive loop, rare in world recycling, is the structural reason the 2030 number is a plan rather than a poster, and it is the trait most worth copying anywhere in the Americas that takes circularity seriously.
The read
México built the Americas' most effective PET recovery system with instruments most policy debates ignore: industry money, market prices, patient infrastructure, and a workforce whose incentives point the right way. The result is a national recycling rate the US will not reach this decade and a food-grade processing base the whole hemisphere leans on. As recycled content converts from pledge to law across the Americas, the countries and companies that treated collection as an investment rather than an obligation are collecting the dividend.
